The suspect was initially chased down and held by festival-goers until police arrived, witnesses said.

A driver plowed through a crowd at a street festival in the Canadian city of Vancouver late Saturday night, killing at least 11 people, police said.

"A 30-year-old suspect, a Vancouver man, was arrested at the scene," the Vancouver Police Department said in a social media post, later adding, "At this time, we are confident that this incident was not an act of terrorism.
