The West Virginia Flood Tool is an interactive web map application developed by the West Virginia GIS Technical Center (WVGISTC) with funding from the West Virginia Division of Homeland Security and Emergency Management (DHSEM), and the Federal Emergency Management Agency (FEMA).

West Virginia has by some measures the highest flood risk among all 50 states. While catastrophic flooding events like the one that occurred in 2016 attract significant state and national attention, smaller floods occur several times each year and also pose risks.

All 55 counties in WV have high flooding risk, which is compounded by aging infrastructure and socioeconomic vulnerability. Every county in WV has had a flooding-related federal disaster declared since 1996. Across the country, 99% of US counties experienced at least one flood between 1996 and 2019.
